We look at a few factors. First is sign-up time — we like folks who sign up early. Then we look at pitchers and catchers; we had to move quite a few kids around because some teams just simply didn't have enough catchers and/or pitchers. Then we also look at competitive balance. Lastly, we try to keep kids at certain schools together so one kid isn't a floater. It's not a perfect science, and we do our best.
We tried to schedule it competitively so no team went 0–2 if we could avoid that. But this is still youth baseball and things happen. Ultimately we want this to be a competitively fair tournament where everyone feels like they had a shot to go deep in bracket play.

Yes. Coolers and outside food/drinks are typically allowed at Parks at Texas Star. Concessions are also available on-site.
